Staff have worked with Public Works Contract Administration and the City’s Contract Monitoring Division to confirm responsiveness of the low bid contractor, Bauman Landscape and Construction, Inc. Staff will present award of construction contract to the Recreation and Park Commission Capital Committee on Wednesday, September 7. The hearing starts at 2 pm. Here is the agenda wording for this approval item:
Discussion and possible action to 1) award a construction contract for the Esprit Park Renovation Project (Contract No. 0000007132) to Bauman Landscape and Construction, Inc. in the amount of $4,390,250, and to 2) recommend that the Board of Supervisors transfer jurisdiction of portions of the legislated sidewalk public rights-of-way surrounding Esprit Park along each of its street frontages, including along 19th Street, 20th Street, Indiana Street and Minnesota Street, from Public Works to the Recreation and Park Department.

Jurisdictional Transfer
Esprit Park is bounded by four city streets, two of which have sidewalks. The right of way on all four sides of the park, however, extends into the park beyond the park side edge of sidewalk. This is based on legislated sidewalk widths. This right of way area reads as part of the park and has, in most cases, been maintained by RPD as part of the park as opposed to Public Works jurisdiction. RPD is working with PW on street vacation legislation and transfer of jurisdiction of this portion of right of way to RPD, to reconcile de facto maintenance responsibility and clarify and simplify responsibilities.
